The Victorian Cycling Strategy was published March 2009 and has this to say about projects in the City of Melbourne:
"Improve bicycle facilities along William Street and Latrobe Street as primary routes into and through the CBD", page 28.
What the City of Melbourne says about this: "A City of Melbourne traffic engineering consultant's report on the proposal to install bicycle lanes along La Trobe Street and William Street concluded that there would be significant congestion along both streets. We will investigate other alternatives once an independent review of Albert Street has been completed." So the City doesn't get it - a bike lane can move more people than the same amount of space allocated to motor vehicles. Getting people onto bicycles reduces congestion, but the City still thinks the other way around.
